A Minecraft Java server can offer a resource pack when players join. The pack needs a public download link; uploading it only to the game panel does not create one.
Prepare the ZIP and link
- Choose a compatible pack that you have permission to share. Keep pack.mcmeta and assets at the ZIP’s top level.
- Upload it to a service with a public HTTPS download. Test the link in a private browser window: it must download the ZIP without a login or preview page.
- Calculate the ZIP’s SHA-1 hash. In Windows PowerShell, run Get-FileHash -Algorithm SHA1 -LiteralPath .\pack.zip and copy the hash value.

Set the server properties
- Open the Resource Pack fields in Properties, or edit server.properties through Files.
- Set resource-pack to the direct ZIP URL and resource-pack-sha1 to its 40 character SHA-1 hash.
- Keep require-resource-pack=false for the first test. Save and restart the server.
- Join with server resource packs enabled or set to prompt. Accept the download and check a texture or sound it changes.
Make it required, if needed
After a successful test, set require-resource-pack=true and restart if players must use it. Players who refuse or cannot apply a required pack cannot stay connected.
If it fails or shows old textures
Check the direct URL, ZIP structure and client compatibility. After replacing the ZIP, recalculate its hash and update the setting. A resource pack plugin or proxy may override these properties.
